Practically, it shows why Africa is lax on various issues. Corruption is very high and chronic, robbery with violence is rampant and idleness among civil servants is the norm.
By show from this picture the reflection is about E. Africa and Africa at large. The civil servants were called to attend a meeting which they nicely did but failed to take leave of absence for sleeping while in a meeting they were called to attend.
It is embarrassing that what they were called for was not listened to as they were arrested by nature on their seats.
The top police officials were all asleep. The senior most is behind and his juniors in front of him taking a nap giving a signal of what they do behind walls in their various offices.
We are not surprised why thugs steal money from banks in E. Africa while police are watching or adjacent to the locality. Afande, you were called to this meeting to be attentive, vigilant and record the grievances in the meeting. You were never called to attend and take a nap in a meeting otherwise they should have given you places to sleep.
Shamefully you are in uniform showing the public what you stand for. If thugs come and snatch your pistols will their be blame on them since you are napping? Tax payers are paying you to serve but not sleep.
This conduct is unbecoming and should stop immediately from now on. The man behind the meeting is raising a Tanzanian national flag signifying the normal routine of conduct by civil servants in Tanzania. The habit must end from this juncture. End
